Get to the desktop, goto Control Panel, double click on Regional&Language (Globe Icon)

Comes up with a box with 3tabs. Top left tab is Regional Options.

Click the drop down tab to select the OS Language - English UK.
Any "keys" that are compatable like "," or " " " just click on the customize botton next to the language setting / English.

This allows you to set a key for a different symbol if needed.

Only works with Vista Ultimate, unless it's an oem installation.
Both Windows and Office products are produced and marketed in many languages, and unless you download the additional language packs from Microsoft, the only legitimate way is a reinstallation from a different disc.
You can change the input language and enable foreign characters to be used, but the desktop and pre-installed software will be in the language of the country in which the pc was purchased.

It is also worth noting that while you can download a LIP language pack and run it on Vista Home, the English LIP will not work with Spanish Vista - the only LIPs that will are the Spanish regional languages.

If you have English Vista Home you can use a Spanish LIP but not the other way round.

The MLIPs are available both ways but, as has been mentioned before, are only available with Vista Ultimate (unless you use the Froggie crack).

Changing the regional setting really doesn't do much as isn't a worthwhile option.
