However as Fred said previously in this thread currently the new legislation has not altered the rules re obtaining residency for that currently you must prove either S1 or private cover. I am currently in the process of obtaining residency and that is the current situation.

If it helps, I was on the Convenio Especial in Andalucia. Received the letter co firming the Convenio has been ABOLISHED and replaced by universal healthcare. Refund of the monthly payment , confirmation of transfer to new scheme at no cost, and 40% prescription charge notice. Resident here of course.
The Convenio Especial system has now been abolished, unfortunately.

Lurchio. I stand corrected. A first hand report as opposed to rumour. I question all this because whilst you have been successful on another forum someone is saying that in Andalucia they were told the system was not available to those with obligatory insurance cover. Which sparked another response concerning the meaning of the decree

That's another story. Locally (Granada Province) people that had obtained Residency by providing Private Insurance, and not been resident for 12 months therefore unable to apply for the (Then active) Convenio Especial have now applied, via Gestors even, for Universal Healthcare have been REFUSED, on the grounds that they do not fit the profile, and have health cover, albeit private.
Going back to our Convenio Especial, central to obtaining this is the UK Leglislation letter that states that as we were no longer resident in the UK and under 65, we had no transferable cover. The Spanish Health people accepted this, and we went on the Convenio.... later converted to Universal care. The vital requirement is the same in both cases, Health care not able to be paid for by another Country.
However, personal opinion is that the Spanish regard deliberately cancelling your Private and self funded care, and then going cap in hand to the state a no no in the circumstances.
We were lucky we were already in the "System' albeit at a cost, but satisfied the criteria for Universal healthcare. Right time, right place, right circs.
This will probably be appealed, but I know of several cases of the above since the new law. As a footnote, the latest Residency procedures here have included signing a form to undertake to never be a 'burden on the state ' (I.e. a disclaimer) in any form.

Another example and success by American Citizens getting accepted into the "Public Health Care System" in Andalucia. They persevered and got a positive result.

Best healthcare insurance
Hi. Where can I find out more about the Spanish state health system and the options to pay in? Many thanks.

Re: Best healthcare insurance
The options to pay have now been stopped. All legal residents are now entitled to free health care but it is not clear yet how they will implement it, especially with regard to the registration process for residents.

... only stopped in Andalucia.
Valencia, for example, are still signing up new 'clients' to their CE

Sorry but CE hasn't stopped. At least not where I am.

Re: Best healthcare insurance
OK, but as it is a national arrangement it will happen across Spain in due course - or there would have been no point in implementing it. Andalucia was one of the first to implement the CE and the first to stop it. They will all follow, The OP is looking for health insurance recommendations so this is critical to how to decide how to proceed.

So best advice is you will need to expect to have some kind of private insurance at the moment. When the law changes you want need it. Simples
