Default Applying for Spain from Canada

Good afternoon
I am fairly new to this. We are British expats living in Canada with citizenship. We want to emigrate to Spain for our retirement. Has anyone done this from Canada. Looking on the website it shows the local Spanish Consultant to us is permanently closed and then states that the paperwork must be handed in, in person, in Toronto. That would be a weekend away and also all the forms on the consulate website are in Spanish.

Just wondering if someone has a starting point for us. We are looking for the non-working visa as we have our money in the bank and we have a a good investment package so we are well within the criteria. Just want to get started
