Default Advice Pareja de Hecho

Can anyone advise about this document?
I have lived with my partner for nearly 30 years, we are now resident in Spain
but believe that the Inheritance Tax for non married couples is at the top rate,and therefore we would pay through the nose when one of us pops off.
I have read somewhere that this Pareja De Hecho is a way of registering your partnership, and therefore you are treated the same as a married couple when the time comes, is this correct?
We don't have much in the way of assests , only really our home which would be at risk if we had to pay the higher rate of Inheritance Tax.
Where does one start this procedure.
Any advice would be helpful.
