Does any one know or how do I find out the approx cost for
business use of electricity per Kw
and for
agricultural water usage per ltr

also what is the average cost per unit of electricity

The simple way is to put those questions into Google and add the suffix site:.es on the end, to limit responses to those from spanish sites.
In addition you could try google translate to find the equivalent keywords in spanish, too.
Another refinement is to click on "search tools" and specify only information from the previous 12 months

The tax office regularly holds auctions of properties and good seized. It is a question of looking and waiting until there is an auction in your area.
