Default Is there a long waiting period for kindergarten?

Hello

Been surfing for info but wasn't too successful with the search engine. Not too tech savvy. Have been researching on international schools and would like my kids to start as soon as possible preschool. Is there a long waiting period for places for kinder like there are for the older children? I'm interested in tanglin. Places with more british and also include French classes.
Also are the fees means tested or is it a set fee for each school year? Does it increase as they get older? Anyone have any numbers on this?
Thanks in advance. Also your experience in enrollment and how and any experiences would be great.
