Smokers Welcome restaurants
I have a friend, a heavy smoker, coming over from the UK.
My problem is finding restaurants who don't mind smokers in their outdoor areas. Looking for restaurants in the CBD, Orchard, Holland Village areas.

Most of them have a few tables towards the edge that are smoking. Particularly Holland Village.

The Colbar (Whitchurch Road, just off Portsdown Road, slightly closer to the AYE end of the road) has a smoking area. They do a great chicken curry with 'trimmings'! Also proper chips made with freshly peeled - not frozen - potatoes, so order an extra portion!
Closed on Mondays. It was our regular haunt when we lived in Singapore.....the owner Mrs Lim (now elderly) and her daughter - whom is now basically running the Colbar - are lovely It is unique in character and popular with expats and locals.....including a group of expats who have been sitting at the same table just outside the entrance (on the left) for at least 20 years
There are more 'upscale' restaurants (Italian) in the immediate vicinity but cost more $$$.
If you don't have a car it might be easier to get a taxi (there is a bus service 191 though but I have no idea of the frequency). It's about 8-10 mins from Holland Village but the Buena Vista MRT station is a bit closer and it's where you can take the bus or a taxi.
I miss it a lot as we are no longer resident in Singapore

I sympathize with your predicament but would argue that nowadays smokers are not welcome anywhere and particularly not in restaurants. Its a filthy habit and is most unpleasant for anyone having the misfortune to sit next to or near to a smoker.
Whilst it may still be technically legal to smoke in certain outdoor areas, this activity is completely anti-social and really ought to be frowned upon.
If a smoker can stop smoking for 12 hours on an airplane then surely they can stop for 2 hours in a restaurant or at worst take a stroll down the street to get their fix.
