All info regarding different visas is detailed on the DIAC site. Try this link
http://www.immi.gov.au/skilled/gener...sa-options.htm and study Booklet 6. Also to help you more, you may want to put all visa, immigration questions in the Immigration Forum. The Barbie is for the general chat and Aus Forum is for the kind of questions you've been asking.
I can move your last post in there if you want, save you asking it again. Just say

You need to try and do a bit of reading on the IMMI website.
http://www.immi.gov.au/migrants/fami...-visas-all.htm
The family stream generally refers to partners, parents and children of Australian citizens or PRs.
Having other relatives in Australia isn't generally a route to a visa.

But if you meet the points requirement for 175 then I don't think 176 is relevant.

First hurdle is passing the skills assessment - if you are an electrician the skills assessment is done by the TRA. If you pass then you can apply for a visa. At this time you will need to submit a lot of documents (birth certs, education certs, proof of english etc.). Somewhere down the track after you have applied a Case Officer will contact you to supply police clearance certificates and medicals.
So, find out all you can about the TRA assessment and get cracking!
