Exploiting Immigration Laws

Australia still remains the top choice for immigration despite frequent law alterations. As we speak, immigrants are still setting foot on Australian soil.
As long as the immigrant is qualified and can contribute to the Australian economy, there is nothing wrong with that. However, I have come across immigrants who exploited the laws in order to live in Australia temporarily, then permanently and eventually being an Australian.
What really bothers me is the fact that these unqualified people is also making life difficult for the qualified people. Now we need to compete with them in job interviews. And worst, we can't even make it to the interview because our resumes are buried under the pile of resumes of unqualified immigrants.
In countries where corruption is high, such as South Asia, it is very easy to fake work experience. It is possible to set up a company in a few hours: buy and create a internet domain name, set up the website, and print company pads. It is even possible to pay a company and they will issue you work experience. How is the immigration department dealing with these?
I, myself, is from South Asia. It is sad to see how people from my region are exploiting the rules and giving us all (people from my region) a bad name. And they don't stop right there after they move to Australia. They further exploit the rules to being their family, friends and relatives into the country, people who contributes nothing positive to the economy. At the end of the day, we have to deal with increased expenses (housing, etc).
In my opinion, the immigration laws should be made lot more strict than what is now. Any comments? (The current subject of exploitation right now is "state sponsorship")

I have heard about quite a few not so qualified IT people who managed to go to places like Australia on fake documents.
In a corrupt society, its very easy to fake work experience, qualifications etc.
These people will continue thier corruption even in Australia, will give our countrymen a bad reputation and like the OP said, will make life difficult for legitimate and sincere immigrants.
Even though it will make MY immigration process more difficult, I still strongly recommend immigration process to be more strict. There should be a thorough scrutiny of documents by the local Australian High Commision to discourage fake work experiences and qualfications.

100% agree.
If it were only a few bad apples maybe it wouldn't be such a problem, but its a wider cultural issue.
Gives legitimate migrants a bad name.
