apparently so far we have:

Queen is dead ? (didn't she call the meeting)

My money, if I was prepared to put any down, would be on Charles.
Edit: Although Voldemort being back would be cool but I don't think all staff would be dragged to London if he was. Is there that much flue powder?

The staff are being told how they must vote in the local elections with the intention that the Monarch can take back the control over the country that they used to have hundreds of years ago.
