I think they've realised that a substantial proportion of the land available has been purchased by investors without the aim of developing it. The aim here might be as much to free up that land in the existing zone as to make new land available for development.

If you listen to Tony Alexander he reckons unlikely to see mass building as the peak demand and FOMO has now all but ended; he says there aren't enough people available to build more houses and banks are not willing to lend monies to any old would be property speculator.
