Find it hard to understand why an elected minister can not be held accountable for the decisions they make.

It looks like this chaps claim was that if he went back to the Czech Republic, which he fled in 2003, he would be "hunted down." The issue was that subsequently he applied for 'variation of bail' so that he he could return to the Czech Republic? An application that he made and was approved twice. Judiciously one of those things isn't true of course and the latter is well documented.
My other point would be there are plenty of places in Europe (Schengen area) that are not the Czech Republic. Typically New Zealand shouldn't even be considering applications for residency based on personal safety for anyone who has alternative country they are legally entitled to reside in.

Decision reversed but the basis for the reversal may well leave room to commence legal proceedings.

Followed this with interest as NZ is very strict on ensuring no criminal history in their acceptance process. Do you have a link for this latest ''Decision Reversed.''? Thanks.

I would have thought applying under a false name might prevent any legal issues, but hey, this is NZ.

Ultimately it shows both systematic inadequecies in that not the most pertinent information had been brought to light and human errors. This department should not be further considering applications until such time as a thorough review of people and processes has been completed.
