So despite the governments and rival telcos best efforts we are to leave the ranks of Somalia, Sierra Leon, Niger (the three other countries in the world with two telco operators) and get our third telco .

Mobile Virtual Network Operator - a telco who rents frequency and physical network from network owner. Such as Telstra does in NZ.
I guess the OP was implying that you need more towers and frequencies to really get price competition going. With only 2 physical networks a duopoly effectively exists.
