Your eldest can have it, has she not been offered it in school yet? They're doing age 12 and over, mine had his last week in school (16 year old had hers a couple of months ago).

I'll have to respectfully disagree. No government is going to allow travel on an expired passport/PR card, it's not worth the risk for them, regardless of the backlog.

Because if your card is expired then how do they know you're still a PR? You may not have met the residency obligation and have lost status.
