No it has to be done on "day 2," (not by day 2, which would imply you could do it the day before, which you can't) it's just that "day 2" is the third day you are in the UK!

It would be simpler - relatively - for bf to visit UK. He’d have to comply with the quarantine and test regulations, though it is possible these might be eased for vaccinated people by end of summer....
