Does the reference for the passport have just to be British and in one of the named professions, or does he have to be resident in the UK or in the country I am applying from?

Yes, these parts about Austria you mentioned are very nice. These few hours away in a car can be very beneficial, if one is used to the long distances in countries like Canada... Only 2 or 3 hours...

The lack of a trip to an authority, like the embassy if one is overseas, is a bit strange.

If one applies for a first adult passport in the UK one often gets called up for an interview, apparently...
