My bad, had a look and as of 3rd October, they issued a list of 54 countries (including US), arrivals from which require testing on arrival at DXB with mandated self-isolation until you get a result....

I can't see any other outcome: with no testing arrivals at DXB, no quarantines, limited contact tracing and no new lockdown, the only way is up.

Yeah - as far as I know non-Dubai tourists still have to quarantine for 14 days on arrival, so it's not like this is going to open the floodgates.

Fair enough, that's reasonable. Though it can't 100% be it because whilst that explains standard bedspace utilisation being lower, it doesn't really account for ICU bedspace utilisation being lower.
