I emailed the Richmond borough (and a few others) directly and they were very responsive and helpful....

Have you considered Calgary? Very close to the mountains, affordable housing and seems to be jobs still even with the down turn.
Medical is free here with a visa 2yr I believe and definitely is...

We were quoted $4,600 for a full service relocation (including new kennels, pet passports, vaccinations, flights and all handling) for 2 dogs from Calgary to the UK so I think your quote...
