Personally, bearing in mind the timescale pressures, I'd rent somewhere for a year (and maybe not be too fussy if it doesn't exactly fit your requirements) and use that address to get your residency...

There's a lot of confusion amongst the staff in the various communes. To be fair it's a new thing and if they don't have that many Brits in their commune they're not really going to know about it....
