In Italy, yes. A very strange but advantageous quirk of the Italy/UK Double Taxation Treaty. You still need to complete a tax return in Italy though.

It looks as if nicktonight’s fee of €46 combines a €30.46 bollettino with a €16 bollo. But as Lorna says, the bollo is not required.

You’re right! The variable fee (0.35%) remains the same either way. The fixed fee is either 26p or 32p.
