In all practicality, it's a union very much like the UK. But far larger, more influential, and especially now, demonstrably more stable, unified and Democratic.

Not technically, no. But it's still the world's 2nd largest economy, and a more united political union than the UK.

I can't speak for the rest of the EU, but the rules of the union are certainly enforced here and in Germany. What makes England exceptional in that respect?
