I think you're worrying too much about it. Put him with kids that are the same age and let him have the 3 months of Year 9 to settle in. Year 10 is the practice run and then Year 11/12 are for WACE...

Our council in the Western Suburbs only allows 2 dogs, you have to fill in an application if you want more. You can check the council websites.
