I just put this in the Chequers thread, but it's perhaps more helpful here. FOM has always be "customizable" to my knowledge. The UK just chose not to, but it always could have.

It wasn't that safe of a haven. Anti semitism in the UK was rampant both before and during the war, with Jews being "blamed" for the war much as immigrants and those who support FOM are now "blamed"...
