You do have to meet the age and residency requirements of the Age Pension to qualify for SAPTO but you don't actually have to be in receipt of a government benefit to get it.

If you have 8 years NI contributions then you currently won’t get any UK pension (assuming you’re not living in the UK) because the minimum number of years you need to get anything at all is 10...
