The stamp duty rules are recent so may not have applied to you....

To be a UK tax resident, I think you have to be living there for 183 days in a tax year.

I just filled in the form at the back of the NI38 and applied to pay Class 2 contributions (only costs about GBP156 p.a. rather than 780).
