I'm not a builder, but concrete roof beams seem to me highly suspect. Concrete has a much shorter lifespan than good solid timber. Corners can be cut using concrete.

I don't understand what you mean by block & beam. Am attaching a picture of what the loft area looked like before they renovated & tiled the roof. They kept the original beams.

Ours here in the Basque country cost around €30,000 4 years ago for something similar size. Builders were professional who knew their job.

That might depend where you live.
Here in the Basque country they are invariably tiled with joists, tiles being mostly "arab" design (curved). We had our house re-roofed 5 years ago with flat tiles...

From what you describe, it seems to me that you aren't necessarily looking for the "Costa-style" kind of life. If so, then I'd suggest somewhere like northern Spain, which still gets its fair share...
