Attending a funeral is also an allowed reason to leave quarantine. So perhaps he may fly in, attend the funeral and nothing else, then fly straight back to the US.

Ah, that’s where you’ve gone wrong - they shouldn’t have been included on IMM008 if they’re citizens. So because they were a medical request will have been sent automatically.

Permitted if needed under exceptional circumstances, yes, but the travel testing package is specifically sent to people at home to avoid that. It would only be possible if for some reason the tests...

You can't leave quarantine to be tested though. So being tested at the airport works for the first test, but not the second, or the 'test to release' one, those must be delivered and taken wherever...

No, you have to do it yourself at home whilst quarantining. But it's easy enough to do, you'll be given good instructions and there are also videos you can watch if you need to.

Are you not a citizen of Canada? If you are, you could have returned at any time, it's only visitors to Canada that aren't permitted.
