He, apparently, was doing what several other people, who ended up falling, also did - trying to jump from one balcony to another.

He had argued with friends and was locked out of their apartment....

If you search for employment based Green Cards (EB-3) there are plenty of companies offering their 'marketing and consulting services' to get low skilled workers into the US.

It means keep it simple...... as your CA has been going up and down, it's better to use the SA from the date you had 17K in it.
