In Mass. they definitely do. I remember though, I was in a good part of Nashua and they still hadn't removed some signs 2 months on. I think it 'becomes' the house owner's responsibility.

First of all, the airline will not let you check in without a valid ESTA. They have access to the ESTA records from CBP.
