Just to update, my ceremony letter never arrived in the mail, but the PDF printout was accepted without issues. There were >150 new citizens at my ceremony. I'm now a US citizen!

You can do both. If you marry abroad you would apply for an E2 at the embassy. If you come on a B2 visa you can get married and apply for Change of Status using form I-539...

From the 2018 CIS Ombudsman report, it appears that ELIS, the "new" USCIS internal system for handling applications (which has been in the works since 2006 but had to be comletely revamped in 2016)...

The OP's ESTA was correctly denied based on the 2015 law passed by Congress, any travel to Sudan after March 1, 2011 is a cause for ineligibility for a visa waiver.

As of August 2018 it doesn't make a difference. In the future, who can tell? EB-3 could even in theory move ahead of EB-2 (it has happened before for Chinese!). Or EB-3 could slow down significantly...

No, you would have been considered to overstay your welcome as of the day your L status lapsed. And under new USCIS policy, possibly served with a Notice to Appear.
