The free tests here in New Jersey required proof of local address/work (i.e. a Driving License) so not everywhere will test anyone for free.

Hmm yes, I find the wording very confusing but it seems to be saying it applies to:

- anyone outside the US on Wednesday
- anyone who doesn't currently have a valid visa OR advance parole etc.

Still possible if you have the means, isolate in somewhere that isn't restricted from the US for a couple of weeks beforehand. Right now it seems to be so critical that's it's somewhat 'now or never'...

It's not a hard and fast rule it seems. I think having an English language license helps / I'm not sure if it matters how long you've had your foreign license for.

Congrats! Expect a slightly longer than usual processing at the POE (could be precheck in Ireland). They may well ask you similar questions to what you had at the consulate, but much more relaxed....
