Unlikely that they would pay anything towards family unless you are coming on family rather than single status. I'd assume they might expect that your family would then be in KSA not outside.

Can relate to that; a company I previously worked for had to stop paying full wages to the staff in Astana, and just give them enough for monthly local pocket money and the balance transferred home...

What's the debt against? Is it a car or something that you can sell now prior to leaving? Otherwise it sounds like a have your cake and eat it situation, trying to keep the lump sum and dribble back...

To be fair to me :) the project funding is exactly how I have described. Most of the project websites actually are clear about how it works, like Amaala for example....

I've received a 15 page CV recently which I threw directly into the bin, so don't do that.

I'm thinking summary of skills and experience in less than 2-3 pages. And don't use the words 'motivated'...
