Or rather, your employer is allowed to apply on your behalf for you to become an immigrant - the L-1B beneficiary cannot directly apply, and they cannot compel their employer to apply on their behalf.

I'm supposed to apply for an "interior remodel permit" before replacing the interior doors in my bathrooms and bedrooms.

There's no hard requirement that you book the appointment in your country of citizenship, although a lot of embassies have local policies that they will only offer visa services to those who have...
