I don't think there is an answer to that. Remember, lack of laws? Something that just needs to be dealt with at the time and in this part of the world there are always ways out. :D

Some schools are licenced to admit only UK passport holders and has nothing to do with the management prefering it that way. It is UAE law when a new school opens that wishes to offer an English...
