Sacramento area. Train or drive to San Francisco and local airport for regular flights to Dallas. Much less expensive than Bay area. Day trips to skiing at Tahoe.

I have read of other E2 visa holders in a similar situation and they aplied to the embassy for a waiver. Took 3 days for a response and was granted. Take a look at the embassy website.
