You can do EB-2/3 on TN, there is a period during the process where you should not travel. This is after submitting the I-485 as you personally are showing intent to immigrate at this point.

Technically, the term 'immigrant' is very specific in US law, whereas AFAIK "Expat" is not referenced anywhere.
If you entered the US on a temporary visa, and referred to yourself as an 'immigrant'...

Its normal, even for engineers. You have the added benefit of knowing that everyone else at your office/plant also has been drug tested/background check.

That's a boilerplate statement on the I-797C. Probably because the Biometrics request letter itself is boilerplate and used for people at all stages of the immigration process.
