Who is that creates, and publicizes, the “mood of the British public,” though? I’m pretty sure that there’s no such thing as “the British public” and even if there is, they don’t have a “mood.”

Yes, I read somewhere that it was first used in British English as early as the 16th century, by some of the weirder Protestant sects. (That is, a bit like mainstream Americans.)
