It must be a very long shot...... there are many posters on this forum who have said they have been refused a B1/2 visas even when their (minor) criminal events have been lapsed for many years.

I presumed he was a Brit as he said he lived and worked in his parent's daycare business in the UK.

.and in his response he did not say he was not a Brit or ineligible for the VWP

I see a plausible scenario where he takes lessons and a test here. Gets a license and can then use that in the UK.

You are suggesting a person who has been banned from driving in the UK due to dangerous driving and causing severe injury to someone, gets a foreign licence and uses that to drive when in the UK.

They asked for my passport, proof of where I lived and marriage certificate (my SS is based on husband's contributions).

Yes the K3 is obsolete.

In the past the CR1 (spouse) visa has taken anything from 12 to 15 months to complete processing. With Covid this is taking longer

If you are applying via the Consulate...

Off top of head:

ID (passport/US driving licence), SSN - then, to prove employment probably tax returns, employers names and addresses, dates of residency and addresses in US, payslips .........
