Didn't see it. Seems a sensible move, the immigrants countries want are the young, educated, and climate compatible. If people survive school in Canada they likely fit.

I hadn't been born when I emigrated!

Always tax resident in Canada. There were a string of years when I wasn't OHIP resident but that was just due to volume of work outside the country.

The relevance of rent control is that it takes buyers out of the housing market, slowing the demand. If someone has to move after three years then they're had two years of low rent to save and can...

If you can't do that then I don't think you can buy a house, starting from nothing, or from student debt, in an expensive urban centre. You have to be able to save faster than the price of the target...
