Agreed. What I really meant to say was that you *at least* need to get a state ID, but a drivers license is much preferred.

That looks about right for a nice apartment. There are some cheaper options (http://www.rent.com/wisconsin/madison/apartments_condos_houses_townhouses_cheap) - if you are looking to be thrifty.

Where in Wisconsin are you moving to? I'm assuming it will either be Madison or Milwaukee (or a suburb of either). Both are great places to live.
