Would this work?

Obtain a UK Fiance visa which means you must marry in six months. That visa can be converted to a spousal visa in the UK

You will pay for two visa's

We also have Amex and there are no foreign transaction fees with them however not everyone accepts them.

American Express have a program for the UK where you can transfer the US account to the UK...

From what I can determine from the IRS website, you are correct.

It's early days yet. The Treasury Regulations are quote "expected to be proposed by December 31, 2011"

I inherited my mother's estate (UK citizen resident in South Africa) in 2005. I understand the circumstances are different for your mother but estate attorneys didn't help much regarding the transfer...
