Have you considered somewhere other than France? With a wife with a French passport presumably it would be fairly easy for you to move anywhere within the EU, so somewhere with a lower tax regime may...

Just having property in the UK wouldn’t mean you’d be eligible to use the NHS for free - you’d have to be resident in the UK for that.
