I think they may be exempt if they are affiliated with a university (which most are now, as my school is), AND the petitioner must be enrolled in that program. I found this on

Correction....I've researched it a little and public schools are H1B visa employers (esp. for math/science jobs), including those in Florida.

This usually isn't a big deal....most states accept other states' qualifications. For ex., my OH license is good in over 36 states. However, I do not know of any schools recruiting overseas.

Physics teachers (and a few others) are in demand just about everywhere....esp. in places like FL (they recruit where I am). It is very difficult to find licensed teachers in these subjects so much...
