Because as a travel money card it still charges overseas ATM withdrawal fees and currency conversion fees / offers poorer exchange rates when loading than Citi or using a 28 degrees card for...

The only use for these cards is locking in an exchange rate. For any other use Citibank Plus is a much better (cheaper and more convenient) alternative.

You can't transfer his miles to Qantas. However you can use BA Avios for Qantas flights and domestic flights are particularly good value with Avios.
