we live overlooking the ECP (Cote D'Azur) and the road noise never bothers us. we don't sleep with the window open though.

Try to get a PEP rather than a P1 or P2. You are then not tied to an employer and if you lose your job have upto 6 months before having to leave.

Tanjong Rhu is a bit isolated though.
another possibilty is Villa Marina in Siglap. Nice low rise condos with a great pool. Lots of europeans with kids. you may get a 2 bed arnd your budget

only problem from there is transport.
there are also plenty of condos near Geylang but I don't think many have large european/brit expat communities.

I would guess our condo is maybe 5-10pct...
