I think for this, we can basically follow the process of getting a GC when you are on a TN visa. As TN visas are similar to E3 in that they have non-immigrant intent. So search for TN -> GC and apply...

There is no premium processing available for the E3. But I believe there is portability for the E3, in that you are able to change employers by filing a change of status with the I-129 form.
