From what you've said, it sounds like your (UK) problem is the minimum drinking age is set too high. Needs to be set lower, like the French.

I can't speak for Britain of course, but for the US I think what he terms the Libertarian mindset (which I agree with, BTW) is under attack by elements of both the left and right...
