You can make those resort owners legally liable for taking care of those tourists if it all goes wrong. That's usually enough to push them into a different balance.

Well, as far as the Whitsundays has been concerned they have been out of power and supplies and things have been getting worse. Personally I don't think any holiday makers should have been there, but...

BOM model keeps putting it's landfall up near Ayr/Townsville, but other models suggest Whitsundays between midnight tonight and early next morning.
