Unhappy can't get the valid J1 before OPT expired? Ture?

Hi,

Recently I try to transfer from F1 (OPT) to J1 but my company told me that I can't get the valid J1 visa. They need to wait until my OPT expired. Is it true? Thanks in advance for any...
