Interesting - I had always assumed you had to use PADRE - they use it in the tax office if you go to them. I use it for our declarations.

Your first point is very interesting. HMRC certainly don't consider that the UK state pension is a government pension. The double taxation treaty clearly says that all pensions and annuities...

You may prefer it but how do you rationalise the fact that as tax resident in Spain you are supposed to pay tax on your worldwide income (excluding the UK government pensions) and your UK state...

I assume you are tax resident in Spain - if not your information is irrelevant as we are discussing Spanish tax for Spanish tax residents.

You have clearly not asked HMRC to pay your UK state...

The basic rate of tax in Spain is 24% on the first 17K and 28% on the next 15K and the highest rate is 45% so it is higher than the UK. Allowances are similar or less but that depends on the exchange...

UK rental income is covered by the treaty but as you say, you have to pay UK tax on it - a slip of the keyboard! However I seem to remember that it is possible to avoid the tax being deducted...
